The Multiple-Trip Exit Permit is a new service launched by the Public Authority for Manpower (PAM) as part of Kuwait’s ongoing digital transformation of government services. Previously, workers needed a separate permit for each trip abroad, requiring repeated applications, approvals, and paperwork.With the upgraded system, a single permit can cover multiple journeys within a specified period. This change streamlines travel for employees and reduces administrative tasks for employers. The service is fully digital and electronically linked with the Ministry of Interior, so once a permit is approved, the information is automatically transmitted to the relevant authorities. Employers and workers can also print the approved permit at any time, offering flexibility and convenience.The system also allows employers to grant automatic pre-approval for exit permits. Pre-approval can be applied to a single worker, a selected group, or all workers under a specific license. There is also an exception option, enabling employers to exclude certain individuals while granting pre-approval to everyone else. Employers retain complete control and can modify, suspend, or cancel pre-approvals at any time.
How to Apply
Applying for the Multiple-Trip Exit Permit is simple and fully digital. The steps are:
- Log in to the “Ashal” portal for companies and manpower services or use the “Sahel Business/Individuals” app.
- Select the type of permit: single-trip or multiple-trip.
- Enter the start and end dates for the permit.
- Submit the request. The system immediately provides a transaction number and shows the application status.
- For employers granting pre-approval: go to pre-approval management, search for registered workers, select the required individuals, and click “add” to finalize.
